European Cycling Industries (ECI) has urged European policymakers to tighten enforcement against illegal and modified e-bikes, placing an EU-wide ban on tampering kits at the centre of a new market-compliance manifesto.

The industry group wants more consistent surveillance of products sold in the European Union, particularly through online marketplaces where sellers outside the bloc can be difficult to hold accountable. It is also asking authorities to improve technical training and data collection so that non-compliant vehicles can be identified more reliably.

Alongside its policy demands, ECI has updated the cycling sector’s voluntary commitment against e-bike tuning. A supporting technical paper describes measures manufacturers can use to protect drive systems, including authenticated components, securely verified software updates, protected diagnostic interfaces and checks that compare multiple sensor signals. The document argues that basic PIN codes, hidden service menus or unsigned firmware do not provide adequate protection.

The initiative is relevant to the wider European e-bike market because modified vehicles can exceed the legal parameters for standard pedal-assisted cycles while still resembling conventional e-bikes. ECI says this creates safety and liability concerns, weakens consumer confidence and places compliant manufacturers at a disadvantage.

The proposals do not change EU law immediately, but they add industry pressure as European product-safety rules and technical standards continue to evolve. For established e-bike brands, stronger enforcement could increase compliance costs while also limiting competition from poorly documented imports and aftermarket tuning products.
